It isn't your job to judge other people. That means that you cannot condemn anyone or think negatively about anyone's situation or circumstances. Yes, it is a lot more than passing a judgment in the traditional definition of the term.
God wants you to think positively about others. Even if the situation someone is in is their own fault, it isn't your place to judge them. Leave that up to God. For if you judge them, even in your mind, you will be judged as well.
